1. Does the December 19th deadline apply to treats as well?
Short Answer: No.
Longer Answer: The Dec. 19th deadline does not apply. We're fine with people submitting treats up to the moment the primary part of the exchange goes live. While we never set a specific time on the 24th when submissions are approved (it's entirely contingent on mod availability on a fairly busy day), if the stories/art haven't been released yet, you're still good to go. (In fact, because we never set an exact release time for the 24th, I'll make sure we check back a few hours after the exchange goes live just to approve any treats that didn't quite slip under the wire.)
2. Are gifts to the community allowed? (Ex: Fanart, ficlets, drabbles, other fanworks, etc. that are not specifically prompt-based, or are two or more prompts mixed together, or take an idea from a prompt and run in another direction entirely, etc. that are gifted to the larger
lotr_sesa community, rather than a particular participant.)
Short Answer: Yes.
Longer Answer: ...That's pretty much all there is to it. Yes, of course they're allowed! That sounds like a really nice idea. You can post them to the AO3 collection the same way you would an assignment, but without filling in the "Gift this work to" field.
